Penn Power Seeks Solar Photovoltaic Alternative Energy Credits

Beginning in January 2011, The Brattle Group (Brattle) will conduct an RFP to obtain solar photovoltaic alternative energy credits ("SPAECs") on behalf of Pennsylvania Power Company (Penn Power).  Penn Power will be procuring a 9-year "strip" supply of SPAECs, with an annual procurement target of 2200 SPAECs. The procurement target will be for 22 tranches total, divided into tranches of 100 SPAECs per reporting year, where the first reporting year begins on June 1, 2011 and ends on May 31, 2012. Bidders may bid to supply any number of tranches for the entire 9-year period, subject to a maximum of 15 tranches.
